I am looking to upgrade to a larger sailfish and I happen to find a 29cc but the motors are twins Merc verados 200, Every boat I have even seen in this size has had 250 or 300 . Is it underpowered for this size boat or is it fine?

Underpowered with the 200's. The 300's are the best option. Fast, fuel efficient and can handle a "full load" on the boat.

I saw that 29cc with the 200s it's got to be painfully slow.

Agreed, 200's are not enough. 250's or 300's.

200’s will work but definitely needs more power. My 250’s are great but 300’s are the cat’s meow! You could get a good trade in if they are in good shape with low hours.

I have a 29CC with Yam. 300's and it runs great.

Own a 08 2860 with twin 250s. Tops out at 50mph I cruise at 3500 rpms around 25mph @ 15gph.
