This thing flips over but it doesn’t lay flat. I’ve been trying to figure out what it does and why it’s there. Attachments:

I’m not sure unless someone added it for a cutting board. I have never seen that setup.

It's basically an accessory panel. I have the same on my 2007 218. It holds bait knives, hookout, the hook point of rigs or lures. I have my salt water hose hooked up and the spray handle conveniently hooks in one of the slots for easy access. Plus, it has a built in ruler!
I'm not sure why it is hinged as Yamaha motors don't hit it when fully trimmed up. Perhaps it is for flexibility for motors with larger cowlings if they would hit it and so it can be folded up when the motor is trimmed up?

The hinges they used don’t allow it to fold back flat on the rod holders. If it did that might be handy as a cutting board that wouldn’t look terrible when you aren’t using it.
