The water that Gathers on the top of the cowling from the rain when the motors are up drain through them rubber hoses through those two devices and out

Guess I should add, I couldn't find them in any diagram I could find online.

Its called a CLAMP, BAND HOLDER. or my 2006 F250 the part is 69J-42647-01-00.

In all seriousness I did replace two or three of those on my cowling because they had corroded so bad the little pointy party snapped off. I bought them from SIM.
Turns out some have a drain hole and others not.
