So it’s time to winterize my 2016 240CC. Opened the front floor storage area where the front bilge is and it was full of water. I know the hull drain is clear in that front area. But I’m worried the drain under Bathroom floor is clogged. How do I clear it ? Do I need to cut a hole in bathroom floor and install an access portal? It should have all rolled back to transom and drained. I have plenty of angle for water to run.

First off it sounds like you're forward bilge pump is not functioning. You could try poking around with a small snake that's typically used for running wires to see if you can find a blockage and open something up. Be very careful cutting the floor inside the center console because it's literally inches off of the bottom of the hull. That's what gives you the head high.
Also remember if the boat is sitting on a trailer and is level water will flow to the bow you need to get the bow of that boat up very high to get the water to flow to the stern

X2 check the bilge pump. The water should also drain aft if the bow is raised.

I had the same issue a while back, and I used an electricians snake that I fed from the drain plug on the transom to clean the passage to the rear bilge. Its a straight shot from the drain plug to the forward bilge pump. I also had the bilge pump go bad. So as the others said, check the pump and clean the passage.

So I went and bought a electricians fish (rods). It pushed something through. I tipped trailer back a bit more with Jack and got about 5 gallons of water out. Thank you 🙏 for the brainstorm.
I have to install a new front bilge. No clue why. But mine is missing. Someone definitely took it out of there. I bought a new Duestch Connector with a new 750 pump. But just need to figure out why wire goes to what side. The plug is to deep under floor to verify color or test

My forward pump wiring was a shit show. I ripped them and pulled new wires through and ran wiring directly to the battery. Simple straight forward no more issue

My forward bilge was missing. My friend owned the boat prior and he said it was there. When I got it. It never had one. But the base was still screwed in. So I’m under the believe someone took it out when it was parked in the yard over the winter when he had it.
