A few years ago I replaced all the pins on my rod holders and at the time I also added Aluminum backing plates that I custom made myself. A few weeks ago I noticed one of my rodholders was loose. I took it apart and found that the Aluminum backing plate had completely corroded away, due to my bad bedding. So I decided to have some backing plates custom made out of Stainless Steel. I ordered 10 of them from SendCutSend.com for around $57 delivered. Below are images of the dimensions I used and quote for 4 plates made from 1/4 stainless steel (304Series). I did not request the holes to be tapped as I can tap them myself for the 1/4-20 screws. The two smaller holes are for 8-32 screws that I use to secure the backing plate to the deck. if you want SendCutSend to tap them for you the price doubles. These backing plates fit all the Sailfish rod holders on my 2006 boat, 0-degrees, 15-degrees, and 30-degrees. If you want to get some yourself, use the .STEP file as a model when submitting the quote or have it re-modeled based on the dimensions in the image below. Really like the info. I replaced one of the transom mounted rod holders on the 245DC and there were only washers holding it on. Got enlarged, heavier D shaped washers when I replaced the rod holder as where it's mounted won't allow for anything else without a whole lot of rework. Guess the factory didn't think I'd be using them to catch tuna. I'll take another look to see if your solution would be a better option.
