We have a running gag in the dry stack facility that my boat makes water.... The dock boys life the boat, pull the drain plug, and tilt her back while they clean the bottom and flush the motors. So I think that settles the argument of water sitting in the forward area.
But for some unkown reason, after the boat sits in her rack for a period of time, and the guys get ready to launch it, the bilge trips and dumps water all over the floor.... The only thing we can figure is there has to be some sort of slow drain from the fish boxes or water getting trapped in the stringers...

Sounds like your dry storage is not really dry. What level does your boat sit on? I think that either the roof leaks in the facility, or the boats above are leaking into your boat.
